Exporting to Turkmenistan

Turkmenistan on the world map
The most closed import market in Central Asia. Much of the import book runs through state tenders and state-owned trading organisations rather than open commercial channels, and foreign exchange is tightly controlled, so the practical question is not the tariff but whether you can get paid and get the goods released. Workable for capital equipment and industrial supply sold into a funded project; a poor fit for anyone expecting an open distributor market.

1. Your category in Turkmenistan

Pick your category and this section shows what we actually hold for Turkmenistan: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory.

2. Entry gate

Turkmenistan does not work like the rest of the region. A large share of imports is channelled through state organisations and tenders, many product categories need a licence or a state registration before a contract can be performed, and hard currency is allocated administratively rather than bought in the market. Sequence the licence and the certification before you quote, because neither can be fixed after the goods have shipped.

RequirementStatusWhat it involvesLead timeCostLast verified
Turkmenstandart conformity certificateMandatory (listed goods)Goods on the mandatory list need a certificate of conformity issued under the Turkmenstandart system, normally against a Turkmen standard and often on the basis of samples tested locally. Some categories additionally need a hygiene or fire-safety conclusion.PendingPendingPending
Import licence / state registrationMandatory (many categories)A wide range of goods may only be imported under a licence issued by the authorised body, and some categories are reserved to state trading organisations. Confirm whether your HS line is on either list before quoting — it decides whether you can sell directly at all.PendingPendingPending
Importer of recordAlways appliesThe declaration must be made by a registered Turkmen entity holding the relevant foreign-trade registration. In practice this means a local partner, a state buyer or a representative office; a foreign seller cannot declare goods itself.PendingPendingPending
Tariff (MFN)Always appliesThe weighted-mean applied tariff is not published for this market; the rate must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (preference)Not availableThere is no free trade agreement between China and Turkmenistan, so Chinese-origin goods pay the national tariff. Turkmenistan is not a member of the Eurasian Economic Union, so the EAEU common tariff and the EAC mark do not apply here — a common mistake when quoting the region as one block.——Pending
VATAlways applies15% standard rate, charged at import on the customs value plus duty and excise. Recovery depends on the importer's VAT registration and on its ability to offset the credit against local sales; in a controlled-currency environment that is not always straightforward.—15%Pending
LabellingMandatoryLabels are normally required in Turkmen and Russian, with product name, manufacturer, country of origin, specification and safety information. Confirm the current wording with your importer before printing.Pending—Pending
Treat Turkmenistan as a project market, not a distribution market. Establish first whether your HS line needs a licence or sits with a state trading organisation, and secure the payment mechanism before production — hard-currency availability, not the duty rate, is the binding constraint.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

3. Buyers and channel partners

Leading buyers and channel partners

We have not yet completed verification of channel partners in Turkmenistan. Rather than list companies we cannot stand behind, this block stays empty. The Buyer Directory is expanded market by market, and Turkmenistan is on the list — write to us and we will share what we hold offline.

How to use this list: do not mass-mail. In this market the useful first step is not a buyer list but a licensing answer — establish whether your HS line needs a licence or sits with a state trading organisation, and only then look for the counterparty. Where the buyer is a state organisation, ask who controls the currency allocation before you quote.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Turkmenistan — not the country's macro numbers.

Import size & growth

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

Illustrative calculation only. It excludes anti-dumping duty, excise, port storage and any category-specific surcharge. Confirm the duty rate and local charges with your forwarder before making a commitment.

6. Logistics and customs

No sea coast. Main gateways: the Caspian port of Turkmenbashi (ferry and general cargo) and the rail crossings from Kazakhstan at Bolashak and from Uzbekistan at Farap
From China the usual routing is rail to Kazakhstan or Uzbekistan and then rail or road onward; total transit is normally measured in weeks, not days
Expect clearance to take longer than in the neighbouring republics, and expect the file to be checked against the licence and the conformity certificate line by line
Common hold-ups: goods arriving before the licence or certificate is issued, missing Turkmen or Russian labelling, and HS classification disputes at the border
The Caspian ferry is weather-dependent and its schedule is not a commercial timetable — do not build a delivery commitment on it

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Payment is the hard part. Expect advance payment or a confirmed letter of credit issued by a bank acceptable to both sides; open account is unusual
Foreign exchange is allocated administratively. The official rate and the rate at which local buyers can actually obtain hard currency have historically diverged, so price and payment terms must be agreed in hard currency
Invoicing in USD or EUR is standard; the manat is not freely convertible abroad
For state tenders the payment route is defined by the tender documents — read them before assuming normal commercial terms
Where a third-country intermediary is used to settle, confirm the compliance position of both the payer and the receiving bank before shipment

8. Localisation and communication

These are the details nobody tells you, and one mistake can cost you a customer.

The decision-maker is often not the person you are emailing. In state and state-linked organisations the technical department defines the specification, procurement controls the tender and a separate body controls the currency allocation. Assuming that a positive technical response means an order is coming is the single most common mistake in this market.

9. Risks and timing

High
Payment — Foreign-exchange allocation is administrative, and hard currency has at times been obtainable only outside the official channel. Insist on advance payment or a confirmed L/C from a bank you can enforce against.
High
Policy — Import licensing and state trading rules change by decree, and the list of goods reserved to state organisations is not published in a form that is easy to track. Confirm the position for your HS line before every shipment.
Medium
Logistics — Landlocked with a single Caspian gateway and rail transit through two neighbouring states. Transit delays are routine and the Caspian ferry is weather-dependent.
Medium
Competition — Turkish, Russian, Chinese and Iranian suppliers are all established, and state buyers weigh political and financing packages as heavily as price. Compete on the funding structure, not on the unit price alone.

Frequently asked questions

Can I sell directly to a Turkmen buyer?

Only if your HS line is not reserved to a state trading organisation and your buyer holds the foreign-trade registration needed to declare the goods. In practice most first-time exporters work through a local partner or a state buyer that is already registered.

What does certification involve?

Goods on the mandatory list need a certificate of conformity under the Turkmenstandart system, normally against a Turkmen standard and often with local sample testing. Confirm the exact scheme for your product before shipping; it cannot be arranged retrospectively at the border.

How much is import duty?

Turkmenistan applies its own national tariff — it is not an EAEU member, so the EAEU common tariff does not apply. Rates depend on the HS line and several categories also carry excise. Confirm the rate line by line.

How much is VAT on imports?

15%, charged on the customs value plus duty and excise. Whether your buyer can recover it depends on their VAT position and on being able to offset the credit against local sales.

How do I get paid?

Plan on advance payment or a confirmed letter of credit. Foreign exchange is allocated administratively rather than bought in the market, and the manat is not freely convertible abroad, so agree the currency and the payment route before production.

Which route do the goods take?

There is no sea coast. Cargo normally moves by rail through Kazakhstan or Uzbekistan, or through the Caspian port of Turkmenbashi. Treat transit time as measured in weeks and keep the delivery commitment flexible.
