1. Your category in Turkmenistan
Pick your category and this section shows what we actually hold for Turkmenistan: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.
“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory.
2. Entry gate
Turkmenistan does not work like the rest of the region. A large share of imports is channelled through state organisations and tenders, many product categories need a licence or a state registration before a contract can be performed, and hard currency is allocated administratively rather than bought in the market. Sequence the licence and the certification before you quote, because neither can be fixed after the goods have shipped.
| Requirement | Status | What it involves | Lead time | Cost | Last verified |
|---|---|---|---|---|---|
| Turkmenstandart conformity certificate | Mandatory (listed goods) | Goods on the mandatory list need a certificate of conformity issued under the Turkmenstandart system, normally against a Turkmen standard and often on the basis of samples tested locally. Some categories additionally need a hygiene or fire-safety conclusion. | Pending | Pending | Pending |
| Import licence / state registration | Mandatory (many categories) | A wide range of goods may only be imported under a licence issued by the authorised body, and some categories are reserved to state trading organisations. Confirm whether your HS line is on either list before quoting — it decides whether you can sell directly at all. | Pending | Pending | Pending |
| Importer of record | Always applies | The declaration must be made by a registered Turkmen entity holding the relevant foreign-trade registration. In practice this means a local partner, a state buyer or a representative office; a foreign seller cannot declare goods itself. | Pending | Pending | Pending |
| Tariff (MFN) | Always applies | The weighted-mean applied tariff is not published for this market; the rate must be confirmed line by line at HS-code level. | — | On customs value | Pending |
| Tariff (preference) | Not available | There is no free trade agreement between China and Turkmenistan, so Chinese-origin goods pay the national tariff. Turkmenistan is not a member of the Eurasian Economic Union, so the EAEU common tariff and the EAC mark do not apply here — a common mistake when quoting the region as one block. | — | — | Pending |
| VAT | Always applies | 15% standard rate, charged at import on the customs value plus duty and excise. Recovery depends on the importer's VAT registration and on its ability to offset the credit against local sales; in a controlled-currency environment that is not always straightforward. | — | 15% | Pending |
| Labelling | Mandatory | Labels are normally required in Turkmen and Russian, with product name, manufacturer, country of origin, specification and safety information. Confirm the current wording with your importer before printing. | Pending | — | Pending |
Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.
3. Buyers and channel partners
Leading buyers and channel partners
How to use this list: do not mass-mail. In this market the useful first step is not a buyer list but a licensing answer — establish whether your HS line needs a licence or sits with a state trading organisation, and only then look for the counterparty. Where the buyer is a state organisation, ask who controls the currency allocation before you quote.
4. Demand and import profile
Select your HS code and this block shows the import performance of your own category in Turkmenistan — not the country's macro numbers.
Import size & growth
Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

Frequently asked questions
Can I sell directly to a Turkmen buyer?
Only if your HS line is not reserved to a state trading organisation and your buyer holds the foreign-trade registration needed to declare the goods. In practice most first-time exporters work through a local partner or a state buyer that is already registered.
What does certification involve?
Goods on the mandatory list need a certificate of conformity under the Turkmenstandart system, normally against a Turkmen standard and often with local sample testing. Confirm the exact scheme for your product before shipping; it cannot be arranged retrospectively at the border.
How much is import duty?
Turkmenistan applies its own national tariff — it is not an EAEU member, so the EAEU common tariff does not apply. Rates depend on the HS line and several categories also carry excise. Confirm the rate line by line.
How much is VAT on imports?
15%, charged on the customs value plus duty and excise. Whether your buyer can recover it depends on their VAT position and on being able to offset the credit against local sales.
How do I get paid?
Plan on advance payment or a confirmed letter of credit. Foreign exchange is allocated administratively rather than bought in the market, and the manat is not freely convertible abroad, so agree the currency and the payment route before production.
Which route do the goods take?
There is no sea coast. Cargo normally moves by rail through Kazakhstan or Uzbekistan, or through the Caspian port of Turkmenbashi. Treat transit time as measured in weeks and keep the delivery commitment flexible.
