Exporting to Brazil

Brazil on the world map
The largest economy in Latin America and a genuinely industrial market with deep demand, but also the most administratively expensive market in this group. Certification, importer registration and import licensing all sit in front of the shipment, and the tax burden is layered — federal duty, industrial tax, social contributions and a state tax that varies by destination. Best suited to suppliers who will model the full landed cost before quoting, not after.

1. Your category in Brazil

Pick your category and this section shows what we actually hold for Brazil: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (21 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Brazil's gate is the heaviest in this group. Certification is compulsory for many electrical and telecom products, the importer must hold a RADAR registration, and a large share of products additionally need an import licence issued before shipment. On top of that the tax structure is layered, so a quote based on duty plus VAT alone will be wrong.

RequirementStatusWhat it involvesLead timeCostLast verified
INMETRO certificationMandatory (regulated products)Compulsory certification against the applicable Brazilian conformity programme, with testing at an accredited laboratory and ongoing factory surveillance for some categories.8–16 weeksPendingPending
ANATEL certificationMandatory (radio / telecom)Radio and telecommunications equipment must be certified by ANATEL, with certification held by a Brazilian entity. Testing is normally required locally.8–16 weeksPendingPending
RADAR registration and import licenceAlways appliesThe importer must hold a RADAR registration with the customs authority, and many product categories additionally require an import licence obtained before shipment — sometimes with prior approval from the sectoral regulator.2–8 weeksPendingPending
Tariff (MFN)Always appliesAverage applied MFN tariff around 13.3%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (Mercosur)Not available for Chinese originBrazil applies the Mercosur common external tariff and has no free trade agreement with China. Intra-Mercosur origin goods move duty-free, and Brazil has agreements with a number of other partners.——Pending
VATAlways appliesBrazil does not have a single import VAT. Imports are subject to federal duty, industrial product tax, social contributions on imports and a state tax (ICMS) that varies by state and by product. We do not publish a single combined figure — confirm the full calculation with the importer's customs broker.—Layered; confirm locallyPending
LabellingMandatoryPortuguese-language labelling with product name, the Brazilian importer's name and address, country of origin, and the applicable certification mark. Specific categories have their own labelling instructions.2–4 weeks—Pending
Brazil rewards modelling. The landed cost is not duty plus VAT — there are federal and state layers, and the state tax depends on where the goods are cleared. Build the full picture, get the import licence moving early, and do not commit to a delivery date before certification is granted.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

How to use this list: do not mass-mail, and do not quote before you have a full tax calculation. Brazilian buyers are experienced importers who will expect you to understand the structure — arrive with the numbers, not with a brochure.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Brazil — not the country's macro numbers.

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

A static table cannot persuade anyone. Enter your own numbers and see the landed cost. Duty rate and freight are editable so you can test scenarios.

Illustrative calculation only. It excludes anti-dumping duty, excise, port storage and any category-specific surcharge. Confirm the duty rate and local charges with your forwarder before making a commitment.

6. Logistics and customs

Main gateways: Santos (the dominant container port), Paranagua, Itajai, Rio Grande
Direct sailings from China typically 30–40 days
Typical clearance 5–12 days — Brazil is the slowest clearance market in this group
Common hold-ups: import licence not obtained before shipment, RADAR or certification defects, tax calculation disputes, port congestion at Santos
Inland transport is expensive and security routing matters for high-value cargo

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T with a deposit, or documentary credit for larger orders
The real is freely traded; importers normally hedge through a local bank and may ask you to invoice in USD
Open account at 30–90 days is common once a relationship is established
Local financing is expensive, so buyers often prefer longer terms — price them in
Confirm who bears the broker's fees and the tax advance, as these can be substantial

In Brazil the tax structure, not the tariff, is what kills margins. A quote built on duty plus a single VAT figure will be wrong, and the error surfaces after the goods have landed. Ask the importer's broker for a full tax calculation on your specific product before you quote.

9. Risks and timing

High
Tax and cost structure — Layered federal and state taxes make the landed cost materially higher than the headline tariff suggests, and the state tax varies by destination. This is the main source of margin loss.
High
Compliance lead time — Certification plus import licensing can take three to four months before the first shipment. Plan the market entry around that, not around the first enquiry.
Medium
Currency — The real is freely traded but has had volatile periods. Invoice in USD or hedge.
Medium
Logistics — Santos is frequently congested and clearance is slow by regional standards. Build substantial buffer into delivery commitments.

Frequently asked questions

Does my product need INMETRO certification?

Many electrical and energy-using products do. The applicable conformity programme depends on the category, and testing is normally carried out at an accredited laboratory with ongoing surveillance for some products.

Do I need an import licence?

For many categories, yes, and it must be obtained before shipment — sometimes with prior approval from the sectoral regulator. Confirm the position for your HS line.

What is RADAR?

The importer registration with the Brazilian customs authority. The Brazilian importer must hold it before goods can be cleared.

How much tax is charged on imports?

Brazil does not have a single import VAT. Federal duty, industrial product tax, social contributions and a state tax apply, with the state rate varying by destination. Ask the importer's broker for a full calculation.

Is there a free trade agreement between China and Brazil?

No. Brazil applies the Mercosur common external tariff. Intra-Mercosur origin goods move duty-free.

How long does clearance take?

Typically five to twelve days, the slowest in this group. Santos congestion and tax calculation queries are the usual causes of delay.
