Exporting to Italy

Italy on the world map
The EU's second-largest manufacturing economy after Germany, with a deep industrial base and a highly fragmented but sophisticated distribution market. Compliance is the EU stack plus Italy's three national producer-responsibility registers — CONAI for packaging, Registro AEE for WEEE and Registro Pile for batteries — and Italy's VAT rate, at 22%, is the highest of the major EU markets. Best suited to sellers with strong technical documentation and a patient, relationship-led sales approach; a poor fit for sellers who need a fast, uniform national channel.

1. Your category in Italy

Pick your category and this section shows what we actually hold for Italy: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (46 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Italy applies the EU product rulebook in full, plus three national producer-responsibility registers. The CE mark is the shared ticket; the Italian-specific work is CONAI for packaging, Registro AEE for WEEE and Registro Pile for batteries — each with its own registration and reporting. Enforcement has tightened, so treat the registers as launch prerequisites.

RequirementStatusWhat it involvesLead timeCostLast verified
CE markingMandatoryElectrical products fall under the Low Voltage Directive (2014/35/EU), EMC Directive (2014/30/EU) and, where radio is present, the Radio Equipment Directive (2014/53/EU). CONAI packaging registrationMandatoryPackaging placed on the Italian market must be registered with CONAI and the relevant material consortium, with an annual declaration of volumes. Applies to shipping packaging as well as retail packaging2–6 weeksPendingPending
WEEE registration (Registro AEE)MandatoryElectrical and electronic equipment must be registered in the national Registro AEE, joined to a WEEE collective scheme, and carry the crossed-out wheeled-bin marking. The Ministry of the Environment (MASE) has tightened enforcement2–6 weeksPendingPending
Batteries (Registro Pile) & EU Battery RegulationMandatory for batteriesBatteries must be registered in the Registro Pile with separate take-back duties. Regulation (EU) 2023/1542 adds a carbon footprint declaration and a digital battery passport for industrial batteries of 2 kWh or more, EV batteries and LMT batteries, mandatory from 18 February 2027 — the EU importer carries the obligation where the manufacturer is outside the EULong-lead — plan 12+ monthsPending2027-02

Italy is CE plus three registers. The duty and VAT arithmetic is simple and predictable, but the packaging, WEEE and battery registrations are separate national obligations that take time to complete. Sequence the work as CE and an EU representative, then CONAI / AEE / Pile registration, then channel — and build the compliance lead time into the launch plan.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

How to use this list: do not mass-mail. Italian procurement is relationship-led and regional — the north, centre and south each have distinct distributor networks, and a named local partner counts for more than a price sheet.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Italy — not the country's macro numbers.

Import size & growth

Example: Italy is a large destination for power electronics, with demand driven by residential solar and storage incentives and by industrial energy-efficiency upgrades in the manufacturing heartland of the north.

Source-country mix

Example: Germany, China, France, the Netherlands and Spain lead the source list, with Chinese share highest in inverters and portable storage.

Price band

Example: Italian buyers value technical documentation, a named local contact and after-sales support; the market rewards relationships built over repeat visits rather than a single quotation.

6. Logistics and customs

Main gateways: Genoa (Italy's largest container port), Trieste (the largest by tonnage and the main Adriatic gateway) and Gioia Tauro in the south
The Ports of Genoa handled a record 2.999m TEU in 2025, close to the three-million milestone
Sailings from China typically 28–38 days via Suez; Trieste is often faster for central and eastern European destinations
Common hold-ups: missing CONAI / AEE / Pile registration, non-Italian labelling, and customs valuation queries
The EU customs union means goods already in free circulation in another member state move to Italy without further duty

Transit and throughput figures change; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: SEPA credit transfer for established buyers; T/T for first orders
L/C is used more than in northern Europe, and documentary collections are not uncommon
Invoice in EUR (or USD); the euro is freely convertible
Terms of 30–60 days are normal, but payment discipline is looser than in Germany or the Netherlands — price the risk into the terms
Import VAT at 22% is recoverable by a VAT-registered business, so it is a cash-flow item rather than a cost

8. Localisation and communication

Italian business is relationship-led and regional: the north, centre and south run on different distributor networks and different rhythms. Decisions take longer and are built over repeat contact rather than a single presentation, and August is effectively closed. Invest in one or two named local partners and in Italian-language documentation.

9. Risks and timing

High
EPR registers — CONAI, Registro AEE and Registro Pile are three separate national registrations with their own reporting. Enforcement has tightened, and registration gaps can stop sales after the goods have landed.
Medium
Payment discipline — Payment behaviour is looser than in northern Europe. Use T/T or secured terms until a payment record is established, and price longer terms into the quote.
Medium
Fragmented channel — There is no single national distributor. Reaching national coverage means multiple regional partners and correspondingly more management effort.
Low
Tariffs — Duty is low under the EU common external tariff; the commercial risk sits in compliance, channel and payment, not in tariffs.

Frequently asked questions

What do I need beyond the CE mark to sell in Italy?

Italy adds three national producer-responsibility registers: CONAI for packaging, Registro AEE for WEEE and Registro Pile for batteries. Each requires registration and periodic reporting, and enforcement by the Ministry of the Environment has tightened.

What is the import duty and VAT?

Italy applies the EU common external tariff; the average applied MFN rate is around 1.95% (2022), and electrical machinery is often at or near zero — confirm at HS-code level. Import VAT is charged at the 22% standard rate on the customs value plus duty, and is recoverable by a VAT-registered business.

My product contains a lithium battery — is there anything extra?

Yes. Batteries must be registered in the Registro Pile with separate take-back duties, and Regulation (EU) 2023/1542 adds a carbon footprint declaration and a digital battery passport for industrial batteries of 2 kWh or more, EV batteries and LMT batteries, mandatory from 18 February 2027. Where the manufacturer is outside the EU, the importer carries the obligation.

Can I be the importer of record?

In practice, no. An Italian or EU-established importer of record is required, and the EPR registers also need an EU-established representative. Most non-EU sellers work through an Italian importer or distributor.

What payment terms are normal?

SEPA credit transfer is standard for established buyers, with T/T on first orders and L/C more common than in northern Europe. Terms of 30–60 days are normal, but payment discipline is looser — price the risk in.

Which port should I ship to?

Genoa is the largest container gateway, Trieste is the largest by tonnage and the main Adriatic route, and Gioia Tauro serves the south. Tell us the final destination and we will quote to the right port.
