Exporting to Morocco

Morocco on the world map
North Africa's most industrialized economy and the natural gateway to West Africa, with free access to the EU and the US and a fast-growing automotive and electrical manufacturing base. Import demand is strong and the tariff is moderate, but Morocco enforces a conformity certificate at the port of loading — goods arriving without it are held. Best suited to suppliers who prepare the conformity file before shipment, not after.
Best fitElectrical components, power equipment, automotive sub-supply

1. Your category in Morocco

Pick your category and this section shows what we actually hold for Morocco: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (9 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Morocco's gate is administrative rather than technical: the country runs a conformity assessment programme under which regulated goods must hold a certificate of conformity issued before shipment, normally at the loading port. A container that arrives without one is held, and the cost of resolving it usually exceeds the value of the certification.

RequirementStatusWhat it involvesLead timeCostLast verified
Certificate of conformity (CoC)Mandatory (regulated goods)Conformity assessment against the applicable Moroccan standard, verified by an approved inspection body at the port of loading before shipment. The certificate must travel with the goods.1–3 weeks pre-shipmentPer shipmentPending
Moroccan standard (NM) complianceMandatory (listed goods)Electrical and electronic goods must meet the relevant Norme Marocaine technical requirements; where an equivalent IEC or EN standard is adopted, the test report can be reused.2–4 weeksPendingPending
Importer registration / customs declarationAlways appliesImport declared through the customs BADR system by a Moroccan importer registered with the tax authority, with an import commitment lodged before shipment.1–2 weeksPendingPending
Tariff (MFN)Always appliesAverage applied MFN tariff around 5.7%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (preference)Not available for Chinese originMorocco has free trade agreements with the EU, the United States, Turkey and several Arab states, but not with China. Chinese-origin goods pay the MFN rate plus the applicable import levy.——Pending
VATAlways applies20% standard rate, charged on the customs value plus duty. It is normally recoverable by a Moroccan business registered for VAT.—20%Pending
LabellingMandatoryArabic and French labelling with product name, the Moroccan importer's name and address, country of origin and any safety information. Measurement units must be metric.1–3 weeks—Pending
Morocco rewards preparation. The conformity certificate must be obtained before the goods leave the loading port — that single sequencing rule is the difference between a two-week clearance and a month in demurrage.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

How to use this list: do not mass-mail. Moroccan purchasing is relationship-led and compliance-led — lead with the conformity plan and the certificate route, then the price. A distributor who already handles customs clearance is worth far more than one who does not.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Morocco — not the country's macro numbers.

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

6. Logistics and customs

Main gateways: Tanger Med (world-scale transhipment and container hub), Casablanca, Agadir, Nador
Direct sailings from China to Tanger Med typically 28–36 days
Typical clearance 2–4 days with the conformity certificate in hand
Common hold-ups: no certificate of conformity at arrival, mismatch between the certificate and the commercial invoice, label not in Arabic
Tanger Med is efficient; Casablanca is busier and slower in peak season

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: documentary credit or T/T with a deposit; L/C is common for first orders
The dirham is a managed currency; import payments go through a Moroccan bank and are subject to exchange-control formalities
Importers must lodge an import commitment before shipment — align your shipping schedule with it
Invoicing in EUR is common and generally simpler than USD for Moroccan banks
Allow extra time for the first payment while the importer's bank completes its formalities

Moroccan buyers negotiate hard on price but decide on who can deliver the conformity file reliably. Quoting a lower price without the certificate route worked out loses the order to a more expensive supplier who did the paperwork. Lead with the compliance plan.

9. Risks and timing

Medium
Currency and exchange control — The dirham is managed within a band and import payments pass through exchange-control formalities. Build the extra days into your cash-flow planning.
Medium
Competition — European and Turkish suppliers have preferential access and shorter lead times. Compete on specification and on being easier to certify.
Low
Policy — Trade policy is stable and pro-industrialisation. Standards are updated periodically, so re-check the applicable NM standard each year.
Medium
Compliance sequencing — Shipping before the certificate of conformity is issued is the most common and most expensive mistake. Treat the certificate as a pre-shipment condition, not a post-arrival task.

Frequently asked questions

Do I need a certificate of conformity for Morocco?

Yes, for regulated goods. It must be obtained from an approved inspection body at the port of loading before shipment and must travel with the goods.

Is there a free trade agreement between China and Morocco?

No. Morocco has agreements with the EU, the United States, Turkey and several Arab states, but Chinese-origin goods pay the MFN rate plus any applicable import levy.

How much is import VAT?

20% on the customs value plus duty, recoverable by a Moroccan business registered for VAT.

What payment method is normal?

Documentary credit or T/T with a deposit for first orders. Import payments pass through a Moroccan bank under exchange-control formalities, so allow extra days.

Which port should I use?

Tanger Med handles most container traffic from Asia and is the usual choice. Casablanca is the main domestic-market port but is slower in peak season.

Do labels have to be in Arabic?

Arabic labelling is mandatory, with French widely used alongside. The Moroccan importer's name and address and the country of origin must appear.
