Exporting to Peru

Peru on the world map
A mid-sized but steady market with a long-standing China–Peru FTA that removes duty on most industrial lines with a certificate of origin. Compliance runs through INACAL and sector technical regulations, so electrical products need documented conformity before clearance, not after. Callao concentrates nearly all container traffic and clearance is workable with a clean file. Payment practice is conservative and the sol is freely convertible. Best suited to power electronics, storage and industrial components sold through a local importer who handles the technical file.

1. Your category in Peru

Pick your category and this section shows what we actually hold for Peru: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (4 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Peru's most-favoured-nation tariff is low and the China–Peru FTA removes duty on most industrial lines with a certificate of origin, so cost is rarely the problem. The gate is conformity: INACAL sets the standards framework and sector technical regulations require documented proof of compliance for regulated electrical products. The common mistake is treating certification as a post-arrival formality — it has to be in place to clear and to sell. Confirm the applicable technical regulation for your HS line first.

RequirementStatusWhat it involvesLead timeCostLast verified
Technical conformity (INACAL)Mandatory (regulated goods)Peru manages its standards framework through INACAL, and regulated electrical products must comply with the applicable Peruvian technical regulation and hold a certificate of conformity before they can be sold.PendingPendingPending
Importer registrationAlways appliesThe importer must be registered with SUNAT and hold a RUC tax number. Registration sits with the local importer, not with the overseas seller.PendingPendingPending
Importer of recordAlways appliesImport declarations must be filed by a Peruvian-established importer of record. A foreign seller cannot act as importer of record without a local entity, so appoint a distributor or set one up.PendingPendingPending
Tariff (MFN)Always appliesAverage applied MFN tariff around 1.1%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (preference)Available (China–Peru FTA)The China–Peru Free Trade Agreement, in force since 2010, removes duty on the large majority of Chinese-origin industrial lines when a valid certificate of origin is presented. Without it the most-favoured-nation rate applies.——Pending
VATAlways applies18% total import VAT — 16% IGV plus a 2% IPM municipal tax — is charged on the CIF value plus duty at import. A VAT-registered importer can credit the IGV against output tax, so it is normally recoverable.—18%Pending
LabellingMandatoryLabels must be in Spanish and carry product identification, the importer's details and the safety information required by the applicable technical regulation.PendingPendingPending
Peru's duty structure is not the obstacle; compliance is. Confirm the technical regulation that applies to your HS line and put the certificate of origin in place with the first shipment. With those settled, Callao clearance is predictable.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

3. Buyers and channel partners

Leading buyers and channel partners

We have not yet completed verification of channel partners in Peru. Rather than list companies we cannot stand behind, this block stays empty. The Buyer Directory is expanded market by market, and Peru is on the list — write to us and we will share what we hold offline.

How to use this list: do not mass-mail. Peruvian buyers expect a formal, complete offer — send the technical specification and the conformity and origin paperwork status up front. An importer already registered with SUNAT and familiar with INACAL requirements saves you more time than a bigger name.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Peru — not the country's macro numbers.

Import size & growth

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

6. Logistics and customs

Main gateway: Callao, which handles the bulk of Peru's container traffic; Paita and Matarani serve the north and south
Direct Asia–Peru sailings from Chinese ports typically run 30–40 days
Typical clearance 2–4 days with a complete customs and conformity file
Common hold-ups: missing certificate of origin, unresolved conformity documentation, or HS classification queries
Congestion at Callao and the Chinese New Year lull are the usual seasonal factors

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T, typically a deposit with the balance against shipping documents
L/C at sight is common for first orders and larger values; open account follows once trust is established
Invoicing in USD is standard and the Peruvian sol is freely convertible
60–90 day terms are normal for repeat suppliers — factor the cost in or cover it
Import IGV is creditable for a VAT-registered importer, so it is normally recoverable

Peruvian business is relationship-driven and formal at first contact: address the buyer properly and send a written quote with the technical and conformity status made clear. Vague replies about certification or origin paperwork are read as a warning sign and slow the process down.

9. Risks and timing

Medium
Currency — The sol floats against the dollar. Invoice in USD for larger orders and avoid carrying unhedged exposure on long terms.
Medium
Competition — Chinese supply already dominates several industrial categories, and local and Brazilian distributors compete on stock and service. Win on specification and documentation readiness.
Medium
Policy — Peru has a long-standing FTA with China and generally open trade policy, but political turnover can slow administrative processes. Keep documentation complete to avoid delay.
Medium
Compliance drift — Technical regulations and conformity requirements are updated periodically. Budget for re-certification rather than treating it as a one-off.

Frequently asked questions

Do I need certification for electrical products?

Some do. Peru manages technical standards through INACAL, and regulated electrical products must comply with the applicable Peruvian technical regulation and hold proof of conformity. Confirm which regulation applies to your HS line before shipping.

Can I be the importer of record myself?

Not without a Peruvian presence. Customs requires an importer registered with SUNAT and holding a RUC tax number. Most exporters appoint a local importer or distributor.

What is the import duty on my product?

Peru's weighted mean applied tariff is about 1.1%. Under the China–Peru FTA most industrial lines enter at 0% with a valid certificate of origin; otherwise the most-favoured-nation rate applies.

How much is VAT on imports?

18% in total — 16% IGV plus a 2% IPM municipal tax — charged on the CIF value plus duty. The IGV is creditable for a VAT-registered importer.

Which port should I ship to?

Callao is the national main port and handles most container traffic. Paita serves the north and Matarani the south.

How should payment be arranged?

T/T with a deposit and the balance against documents is the norm. L/C at sight is common for first or large orders. Invoicing in USD is standard and the sol is freely convertible.
