Country market · entry brief

Exporting to Taiwan, China

Taiwan, China on the world map
A deep, specification-led manufacturing market with one of the lowest import-stage taxes in the region and excellent logistics. The compliance bar is clear and knowable — BSMI for electrical goods, NCC for anything that transmits — and buyers are technically competent and pay on time. It is a competitive market, but competition is on specification and delivery rather than on who can navigate the paperwork.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (8 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Taiwan, China applies its own technical regulations rather than following either the mainland or the EU rulebook, so an existing CE or CCC file is not transferable. The two gates that stop shipments are BSMI commodity inspection for electrical and electronic goods and NCC type approval for anything that transmits. Both are applied at the border, and neither can be completed after the goods have arrived.

RequirementStatusWhat it involvesLead timeCostLast verified
BSMI commodity inspectionMandatory (listed goods)Electrical and electronic products on the commodity inspection list must pass BSMI (Bureau of Standards, Metrology and Inspection) inspection and carry the relevant mark, on the basis of a type-test report and registration. Confirm the applicable standard and whether your model can be registered under an existing approval.PendingPendingPending
NCC type approvalMandatory (radio / telecom)Any product containing a radio transmitter — including Wi-Fi, Bluetooth and cellular modules — needs NCC type approval and the NCC label. This catches many products that are sold as ordinary electrical goods elsewhere.PendingPendingPending
Importer of recordAlways appliesThe declaration must be made by a registered local entity holding the relevant business registration. Most exporters use a local importer or distributor; a foreign seller does not declare goods itself.PendingPendingPending
Tariff (MFN)Always appliesThe weighted-mean applied tariff is not published for this market; the rate must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (preference)Not availableThere is no free trade agreement that gives Chinese-origin goods preferential access, so the applied most-favoured-nation rate applies. Applied rates on industrial and electrical goods are generally low, but the rate depends on the HS line and must be confirmed line by line.——Pending
VATAlways applies5% business tax, charged at import on the customs value plus duty. It is the lowest import-stage consumption tax in the region, and a registered importer normally offsets it against output tax.—5%Pending
LabellingMandatoryLabels are normally required in Chinese, with product name, manufacturer or importer details, country of origin and safety information; the BSMI or NCC mark must be affixed where it applies.Pending—Pending
The gate is knowable and finite: BSMI for electrical safety, NCC for anything that transmits. Because both are checked at the border, start the type-testing before you quote rather than after the purchase order — and check whether your radio module already holds an approval you can build on.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

3. Buyers and channel partners

Leading buyers and channel partners

We have not yet completed verification of channel partners in Taiwan, China. Rather than list companies we cannot stand behind, this block stays empty. The Buyer Directory is expanded market by market, and Taiwan, China is on the list — write to us and we will share what we hold offline.

How to use this list: do not mass-mail. Buyers here are technically strong — send the type-test report and the BSMI or NCC approval status with your first email. A distributor that already holds an approval you can build on is worth more than a larger buyer that would need a new registration from scratch.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Taiwan, China — not the country's macro numbers.

Import size & growth

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

6. Logistics and customs

Main gateways: Kaohsiung (largest container port), Keelung (north) and Taichung (centre); Taipei has no port of its own
Sailings from mainland ports are frequent and short — often measured in days rather than weeks — which makes this one of the fastest routes in the region
Typical clearance is quick once the BSMI or NCC approval and the invoice and packing documents agree; most delay is caused by the approval file, not the port
Common hold-ups: radio modules with no NCC approval, type-test reports that do not match the shipped model, and labelling without Chinese text
Typhoon season (roughly July to September) can close ports for a day or two with little notice

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T, commonly 30% deposit with the balance against copy of B/L; L/C at sight is workable for larger orders
Payment discipline is good and disputes are usually resolved commercially rather than through litigation
Invoicing in USD is standard; the local currency is freely convertible and actively traded
30–60 day terms are normal for established suppliers — price them in or cover with export credit insurance
Import business tax is offset by a registered importer, so it is not a real cost to your buyer

8. Localisation and communication

Buyers are technically strong and will test the claim, not the brochure. Send the type-test report and the approval status with the first offer — a quotation without the compliance path is treated as incomplete and quietly dropped. Discounting does not recover a missing approval.

9. Risks and timing

Medium
Competition — Local manufacturers are strong in exactly the categories this page targets, and Japanese and Korean supply is well established. Compete on specification, lead time and support rather than on price.
Medium
Compliance drift — BSMI and NCC requirements are revised on their own timetable, and radio modules are the category most often affected. Budget for re-testing rather than treating approval as a one-off.
Medium
Policy — Cross-strait trade policy is set administratively and can change without much notice. Keep the shipping and payment structure flexible enough to absorb a routing change.
Low
Payment — Payment discipline is good and the currency is freely convertible. The residual risk is commercial, not monetary.

Frequently asked questions

Do I need BSMI approval?

If your product is on the commodity inspection list, yes — it must pass BSMI inspection and carry the mark, normally on the basis of a type-test report and a registration. Confirm the applicable standard for your exact model before shipping.

My product has Wi-Fi. Does that change anything?

Yes. Anything containing a radio transmitter needs NCC type approval in addition to any electrical approval. This catches many products that are sold as ordinary electrical goods elsewhere.

Can I be the importer of record myself?

No. The declaration must be made by a registered local entity. Most exporters use a local importer or distributor as importer of record.

What is the import duty on my product?

Applied most-favoured-nation rates on industrial and electrical goods are generally low, and there is no preferential arrangement for Chinese-origin goods. The rate depends on the HS line, so confirm it line by line.

How much is the import-stage tax?

5% business tax on the customs value plus duty — the lowest import-stage consumption tax in the region. A registered importer normally offsets it against output tax.

Which port should I ship to?

Kaohsiung for volume, Keelung if the consignee is in the north, Taichung for central buyers. Sailings from mainland ports are frequent and short, so routing is usually decided by the consignee's location rather than by schedule.
