Exporting to Mexico

Mexico on the world map
A large manufacturing economy integrated with the United States and Canada, with genuine demand for electrical and industrial components and a fast-growing nearshoring sector. The gate is NOM certification for regulated products plus the importer registry, and every import must pass through a licensed customs broker. Best suited to suppliers prepared to run that process properly — the paperwork is not optional and is not fast.

1. Your category in Mexico

Pick your category and this section shows what we actually hold for Mexico: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (22 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Mexico's gate has three parts. NOM certification is mandatory for a wide range of electrical and electronic products. The importer must be entered in the Padron de Importadores. And every import must be cleared through a licensed customs broker — you cannot declare directly, which makes choosing the right broker a commercial decision rather than a clerical one.

RequirementStatusWhat it involvesLead timeCostLast verified
NOM certificationMandatory (regulated products)Compliance with the applicable Norma Oficial Mexicana — electrical safety, energy efficiency and electronic product rules — certified by an approved body. Testing is normally carried out in Mexico or at an accredited laboratory.6–12 weeksPendingPending
Padron de ImportadoresAlways appliesThe Mexican importer must be registered in the Padron de Importadores with the tax authority, and in sectoral registers where the product category requires it. No Mexican entity is needed from the exporter.2–4 weeksPendingPending
Licensed customs brokerAlways appliesThe customs declaration (pedimento) must be filed by a licensed customs broker. The broker is legally responsible for classification and valuation, so the choice affects duty outcomes directly.—Broker feePending
Tariff (MFN)Always appliesAverage applied MFN tariff around 2.7%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (MFN and surtax)Check line by lineThere is no free trade agreement between China and Mexico. Most industrial goods attract a low MFN rate, but Mexico has raised duties on a range of Chinese-origin products in recent years and the list changes. Goods of US or Canadian origin can enter under the regional agreement.——Pending
VATAlways applies16% standard rate (IVA), charged on the customs value plus duty, plus any applicable special tax on production and services for specific categories. Recoverable by a Mexican business registered for VAT.—16%Pending
Labelling (NOM-050)MandatorySpanish-language labelling under the commercial labelling standard, with product name, importer's name and address in Mexico, country of origin and, for electrical goods, the NOM certificate reference.2–4 weeks—Pending
Mexico is a serious market with serious paperwork. Budget for NOM certification before you can sell anything, and choose the customs broker carefully — the broker's classification decisions determine your duty, and switching later is painful.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

How to use this list: do not mass-mail. Mexican purchasing runs through distributors who hold the NOM certificate and the importer registry, so the productive first conversation is with a distributor rather than an end user. Meet the customs broker early.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Mexico — not the country's macro numbers.

Import size & growth

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

6. Logistics and customs

Main gateways: Manzanillo and Lazaro Cardenas on the Pacific, Veracruz and Altamira on the Gulf
Trans-Pacific sailings from China typically 18–28 days
Typical clearance 2–5 days, longer when NOM or registry issues arise
Common hold-ups: NOM certificate not in place, importer not in the sectoral register, label not in Spanish, classification disputes
Inland transport to Mexico City and the northern industrial belt is by road or rail; security routing matters for high-value cargo

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T with a deposit, or documentary credit for larger orders
The peso is freely traded but has had volatile periods — consider USD invoicing
Open account at 30–90 days is common once a relationship is established
Mexican buyers often work through a distributor who carries the certification and the importer registry
Allow for the broker's fees and any pre-clearance deposits in your landed-cost model

In Mexico the customs broker is a commercial partner, not a service provider. The same product can attract materially different duty depending on how it is classified, and the broker makes that call. Meet the broker before you commit to a price, not after.

9. Risks and timing

Medium
Tariff policy — Mexico has raised duties on a range of Chinese-origin products and the list changes. Verify the rate for your HS line before quoting.
Medium
Currency — The peso is liquid but has seen sharp moves. Consider invoicing in USD or hedging longer-dated orders.
Medium
Compliance cost — NOM certification must be funded before the first sale and re-tested when standards change. Treat it as a market-entry investment, not an overhead.
Medium
Logistics and security — Inland transport security routing matters for high-value cargo, and Pacific port congestion is seasonal. Build buffer and use vetted carriers.

Frequently asked questions

Does my product need NOM certification?

A wide range of electrical, electronic and energy-using products do. The applicable NOM depends on the category, and testing is normally carried out in Mexico or at an accredited laboratory.

Can I clear customs myself?

No. The customs declaration must be filed by a licensed customs broker, who is legally responsible for classification and valuation.

What is the Padron de Importadores?

The importer registry maintained by the tax authority. The Mexican importer must be registered, and in sectoral registers where the product category requires it.

Is there a free trade agreement between China and Mexico?

No. Most industrial goods attract a low MFN rate, but Mexico has raised duties on a range of Chinese-origin products. Confirm the current rate for your HS line.

How much is import VAT?

16% on the customs value plus duty, recoverable by a VAT-registered Mexican business. Some categories also carry a special production and services tax.

Do labels have to be in Spanish?

Yes. Spanish labelling with the importer's details in Mexico, origin and, for electrical goods, the NOM certificate reference is required.
