Exporting to Saudi Arabia

Saudi Arabia on the world map
The largest economy in the Gulf and the centre of gravity for regional infrastructure spending, with a currency pegged to the dollar and import demand that has grown steadily under the national transformation programme. The gate is the SABER platform: a certificate of conformity must be obtained electronically before shipment, product by product. Best suited to suppliers willing to complete that process properly — it is the single most common reason shipments are held.

1. Your category in Saudi Arabia

Pick your category and this section shows what we actually hold for Saudi Arabia: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (7 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Saudi Arabia's gate is electronic and pre-shipment. Regulated products must be registered on the SABER platform, which issues a product certificate and then a shipment certificate of conformity. The shipment certificate must exist before the goods arrive; a container that lands without one is held, and the regularisation is slow and expensive.

RequirementStatusWhat it involvesLead timeCostLast verified
SABER product and shipment certificatesMandatory (regulated products)Product registration on the SABER platform against the applicable SASO technical regulation, followed by a shipment certificate of conformity for each consignment. Both are electronic and must precede arrival.2–4 weeks for registrationPer product and per shipmentPending
SFDA / CITC approvalsMandatory (health / telecom)Food, cosmetics, medical devices and pharmaceuticals require SFDA registration; radio and telecom equipment requires CITC type approval. Both are separate from SABER.8–16 weeksPendingPending
Importer registration and FASAH declarationAlways appliesDeclared by a Saudi importer registered with the customs authority through the FASAH single window, quoting the SABER certificates.1–2 weeksPendingPending
Tariff (MFN)Always appliesAverage applied MFN tariff around 6.0%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (GCC / preference)GCC common tariff appliesSaudi Arabia applies the GCC common external tariff, generally 5% for most industrial goods. There is no free trade agreement between China and the GCC, so Chinese-origin goods pay the common rate; intra-GCC origin goods move duty-free.——Pending
VATAlways applies15% standard rate, charged on the customs value plus duty. Recoverable by a Saudi business registered for VAT.—15%Pending
LabellingMandatoryArabic labelling with product name, manufacturer and importer, country of origin, and any mandatory warnings. Arabic is legally required and is checked at clearance.1–3 weeks—Pending
Saudi Arabia is commercially attractive — low tariff, pegged currency, strong demand — but the compliance burden is genuinely high. Register products on SABER before you quote a delivery date, and treat the shipment certificate as a pre-shipment condition.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

Every company below is a real business in Saudi Arabia taken from our own buyer research, and we have verified that its website is reachable. Names and business types are public; decision-makers, direct emails and phone numbers are reserved for members of the Buyer Directory.

How to use this list: do not mass-mail. Saudi procurement is relationship-led and compliance-gated — get the SABER registration moving before the commercial conversation, and ask about local-content requirements in the first meeting.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Saudi Arabia — not the country's macro numbers.

Import size & growth

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

Illustrative calculation only. It excludes anti-dumping duty, excise, port storage and any category-specific surcharge. Confirm the duty rate and local charges with your forwarder before making a commitment.

6. Logistics and customs

Main gateways: Jeddah Islamic Port, King Abdullah Port (Rabigh), Dammam and Jubail on the Gulf coast
Direct sailings from China typically 18–28 days
Typical clearance 2–4 days with SABER certificates in hand
Common hold-ups: shipment certificate not issued before arrival, product not registered on SABER, Arabic label missing
Inland distribution to Riyadh is efficient by road or rail from both coasts

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T with a deposit, or documentary credit for larger orders
The riyal is pegged to the US dollar, so there is no meaningful currency risk on dollar-invoiced trade
Government and quasi-government buyers pay slowly — budget for long receivables on project work
Open account at 30–90 days is common once a relationship is established
Confirm whether the buyer requires a Saudi-local-content component in the offer

8. Localisation and communication

Saudi procurement frequently includes a local-content or localisation requirement, and it is often stated late. Ask about it in the first meeting rather than discovering it in the tender — a local partner or assembly step can be the difference between qualifying and not.

9. Risks and timing

Low
Currency — The riyal is pegged to the US dollar, so dollar-invoiced trade carries no currency risk.
Medium
Compliance — SABER registration and shipment certificates are strict and pre-shipment. This is the most common cause of held containers and the most avoidable.
Medium
Policy — Local-content requirements and product regulations are evolving under the transformation programme. Re-check the position before each tender.
Medium
Payment timing — Public-sector buyers pay slowly. Price project work with the working-capital cost included, or arrange export credit cover.

Frequently asked questions

What is SABER?

Saudi Arabia's electronic product-safety platform. Regulated products are registered on it and each shipment needs a certificate of conformity issued before the goods arrive.

Can the shipment certificate be obtained after arrival?

No. It must be issued before arrival. A container that lands without one is held, and regularising it is slow and expensive.

Is there a free trade agreement between China and Saudi Arabia?

No. Saudi Arabia applies the GCC common external tariff, generally 5% for industrial goods. Intra-GCC origin goods move duty-free.

What is the import VAT rate?

15% on the customs value plus duty, recoverable by a VAT-registered Saudi business.

Will I need a local partner?

Not to sell, but many public tenders include a local-content or localisation requirement. Ask about it early, because it can determine whether you qualify at all.

Do labels have to be in Arabic?

Yes. Arabic labelling with the manufacturer, importer, origin and mandatory warnings is required and is checked at clearance.
