Exporting to Uzbekistan

Uzbekistan on the world map
Uzbekistan is a mid-sized market with real industrial demand and no sea access, so the whole cost model runs on rail. The technical gate is manageable: O'zstandart conformity certification is required only for listed goods, and it is the import contract registration that first-time exporters miss. Tariffs are moderate and there is no free trade agreement with China. Best suited to power electronics, inverters and industrial sub-assemblies sold to established local distributors; consumer brands without a local service partner will struggle. Payment terms deserve more attention than the certification.

1. Your category in Uzbekistan

Pick your category and this section shows what we actually hold for Uzbekistan: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory.

2. Entry gate

Uzbekistan regulates imports through two gates that run in sequence, not in parallel. First the goods themselves: products on the mandatory list need an O'zstandart certificate of conformity or a declaration of conformity, and some categories must be tested to O'zDSt national standards. Then the transaction: the import contract itself has to be registered in the Uzbek system, which is the step first-time exporters most often miss. Because the country is landlocked, everything moves by rail through Kazakhstan, so the customs file and the rail booking are tied together. Build the certificate and the contract registration first; the shipment is the easy part.

RequirementStatusWhat it involvesLead timeCostLast verified
O'zstandart conformity certificationMandatory (listed goods)Products on the mandatory list need a certificate of conformity issued under the O'zstandart system, or a declaration of conformity. Some categories must be tested against Uzbek national standards (O'zDSt). Confirm whether your product is on the list before quoting.PendingPendingPending
Import contract registrationMandatoryThe import contract must be registered in the Uzbek system as part of the import process. This is a local requirement rather than a certification one, and it is routinely overlooked by first-time exporters. The resident importer normally files it.PendingPendingPending
Importer of recordAlways appliesThe importer must be a resident entity able to register the contract and hold the conformity documents. A foreign seller cannot act as importer of record, so the local buyer or your appointed distributor carries the customs declaration.PendingPendingPending
Tariff (MFN)Always appliesAverage applied MFN tariff around 6.7%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (preference)Not availableThere is no free trade agreement between China and Uzbekistan, so Chinese-origin goods pay the Uzbek applied tariff — a weighted mean of about 6.7%. Rates depend on the HS line; confirm the exact rate for your code.——Pending
VATAlways applies12% standard rate, charged on the customs value plus duty at the point of import. A VAT-registered Uzbek importer can normally offset it against output VAT; confirm the treatment for a non-resident seller with the importer before you build it into pricing.—12%Pending
LabellingMandatoryLabels are expected in Uzbek, with the product name, origin and the importer's details. The conformity mark and the certificate reference must match the shipment. Confirm the exact wording with your importer.Pending—Pending
Uzbekistan is a workable market once you accept that the paperwork comes first. The two things that stop shipments are O'zstandart conformity for listed goods and registration of the import contract — both are filed by the local importer, so choose that partner before you quote. After that, the only structural cost is rail freight.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

3. Buyers and channel partners

Leading buyers and channel partners

We have not yet completed verification of channel partners in Uzbekistan. Rather than list companies we cannot stand behind, this block stays empty. The Buyer Directory is expanded market by market, and Uzbekistan is on the list — write to us and we will share what we hold offline.

How to use this list: do not mass-mail. Uzbek purchasing runs through a resident importer, so open with the conformity position for your product and the tariff line, then agree the payment route early. An importer who already registers contracts and holds conformity files is worth more than a larger buyer who does not.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Uzbekistan — not the country's macro numbers.

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

6. Logistics and customs

Main gateways: the Khorgos and Alashankou–Dostyk rail crossings into Kazakhstan, then on to Tashkent
No sea access — all cargo moves by rail; a Caspian route via Aktau exists but adds a sea leg and extra handling
China–Uzbekistan block trains run from several Chinese hubs; door-to-door transit is commonly quoted in days, not weeks
Clearance is rarely the bottleneck: the hold-ups are a missing conformity document or an unregistered contract, not the border itself
Winter weather at the Kazakh border crossings and the Lunar New Year peak are the two predictable sources of delay

Transit times and clearance days shift with border congestion and policy; treat them as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T with a deposit before shipment; confirm the split with the importer
L/C is used for larger orders and is worth asking for while the relationship is new
Invoicing is normally in USD or EUR; the som is not freely convertible
Expect shorter terms than in the EU; buyers often prefer a deposit plus the balance against documents
Foreign-exchange rules affect conversion and repatriation — agree the settlement currency and the timing of payments in the contract

8. Localisation and communication

In Uzbekistan the relationship with the importer matters more than the offer. Expect to be asked for the same documents more than once, and treat contract registration as something you chase rather than something that happens on its own. Do not push for speed at the cost of the paperwork — a missing certificate stalls the whole shipment.

9. Risks and timing

High
Currency — The som is not freely convertible and repatriation can be slow. Agree the settlement currency and the payment route in the contract, and do not assume funds move out as easily as they move in.
Medium
Policy — Import rules and contract-registration practice change with regulation. Work through an established importer who tracks the current requirements rather than a one-off agent.
Medium
Logistics — Landlocked with a single dominant rail corridor through Kazakhstan. A border or gauge issue delays the whole shipment, so build slack into delivery commitments.
Medium
Competition — Russian, Turkish and Korean supply is well established and often financed on long terms. Compete on specification, service and spare-part availability rather than headline price.

Frequently asked questions

Do I need O'zstandart certification?

Only if your product is on the mandatory conformity list. Those goods need a certificate of conformity or a declaration of conformity, and some categories must be tested to Uzbek national standards. Check your product against the list before quoting.

What is import contract registration and do I have to do it?

It is a local requirement to register the import contract in the Uzbek system as part of the import process. It is usually filed by the resident importer, not the foreign seller, and it is the step first-time exporters most often miss.

Can I be the importer of record myself?

No. The importer of record must be a resident entity able to register the contract and hold the conformity documents. Most exporters sell through an Uzbek distributor or agent who carries the declaration.

What is the import duty on my product?

There is no free trade agreement with China, so Chinese-origin goods pay the Uzbek applied tariff, with a weighted mean of about 6.7%. The exact rate depends on the HS line — confirm it for your code.

How much is VAT on imports?

12% standard rate, charged on the customs value plus duty at import. A VAT-registered Uzbek importer can normally offset it, but confirm the treatment with the importer before you build it into pricing.

Which route should I use?

Uzbekistan has no sea port. Cargo normally goes by rail through Khorgos or Alashankou–Dostyk into Kazakhstan and on to Tashkent. A Caspian route via Aktau is possible but adds a sea leg and handling.
