Exporting to Singapore

Singapore on the world map
The easiest market in the region to enter and the hardest to win. Duties are effectively zero and GST is recoverable, so the cost of entry is low. The real difficulty is commercial: Singapore is a transshipment and distribution hub, so your buyer is usually a regional distributor with strict specification, documentation and after-sales expectations, not an end user. Controlled consumer goods need registration with Enterprise Singapore and a SAFETY Mark. Best for certified power electronics and storage sold through an established distributor; poor fit for sellers competing on price alone.

1. Your category in Singapore

Pick your category and this section shows what we actually hold for Singapore: how many potential buyers we have verified, what roles they play in the supply chain, and how well they fit. Switch back to All industries at any time.

Import scale and growth by HS line is not on this page yet. We are wiring the customs statistics for each category and will add them here; until then we quote the figures per enquiry rather than publish an estimate.

“Potential buyers” means the buyers we have verified and listed in our own directory — not every importer in the country. Buyer roles are our own grouping of the roles recorded in that directory. (13 of these records do not yet carry a recorded buyer role.)

2. Entry gate

Singapore is a free port: almost all goods enter duty-free, and the only taxes are excise on a short list (liquor, tobacco, motor vehicles, petroleum) and 9% GST, which is recoverable. The practical gate is not customs but product regulation: controlled goods must be registered with Enterprise Singapore and carry the SAFETY Mark before sale. Deal with that registration early, because it is a sale-side obligation even though the goods clear customs quickly.

RequirementStatusWhat it involvesLead timeCostLast verified
SAFETY Mark (controlled goods)Mandatory (controlled goods)Consumer goods within the scope of the Consumer Product Safety Regulations are controlled goods. The supplier must register with Enterprise Singapore and affix the SAFETY Mark before the goods can be offered for sale.PendingPendingPending
Controlled-goods registrationMandatory (listed goods)Registration of the product and the registrant with Enterprise Singapore, supported by test reports to the applicable standard. The registrant is normally the Singapore supplier or importer of record.PendingPendingPending
Importer of record / UENAlways appliesDeclarations are filed through Singapore Customs by a party holding a Unique Entity Number (UEN), directly or via a licensed declarant. A Singapore-registered importer or local entity is the usual route for a foreign seller.PendingPendingPending
Tariff (MFN)Always appliesAverage applied MFN tariff around 0.1%; the rate depends on the HS line and must be confirmed line by line at HS-code level.—On customs valuePending
Tariff (preference)Available (Form E / CSFTA)Both the China–ASEAN Free Trade Area (ACFTA) and the China–Singapore Free Trade Agreement (CSFTA) apply. A Form E certificate of origin or a CSFTA origin declaration supports preferential treatment — though on most goods the duty is already zero, so the certificate mainly matters for the few dutiable lines.PendingPendingPending
VATAlways appliesGoods and Services Tax (GST) is charged at 9% on the CIF value plus duty at import, collected by Singapore Customs. A GST-registered importer recovers it, and import GST can be deferred under the major exporter and other schemes. The rate rose from 8% to 9% on 1 January 2024.—9%Pending
LabellingMandatory (controlled goods)Labels are in English and must identify the supplier or importer and the product. For controlled goods the SAFETY Mark must be affixed legibly to the product or its packaging before sale.Pending—Pending
Singapore is duty-free in practice, so customs is not the constraint. The work is on the sale side: register controlled goods with Enterprise Singapore and apply the SAFETY Mark before the first sale. Get that in place and you are competing purely on product and service.

Certification, tariff and clearance figures change. Every row above carries a verification date, and the current requirement is confirmed with your nominated local agent before each shipment.

3. Buyers and channel partners

Leading buyers and channel partners

We have not yet completed verification of channel partners in Singapore. Rather than list companies we cannot stand behind, this block stays empty. The Buyer Directory is expanded market by market, and Singapore is on the list — write to us and we will share what we hold offline.

How to use this list: do not mass-mail. Remember that a Singapore buyer is often a regional distributor, not an end user — lead with your certification status and service capability, and be ready to quote landed cost into neighbouring markets. Concise, accurate, on-time replies matter more than the lowest price.

4. Demand and import profile

Select your HS code and this block shows the import performance of your own category in Singapore — not the country's macro numbers.

Example: imports of this category run at a double-digit share of the market's total and are growing faster than overall imports.

6. Logistics and customs

Main gateway: PSA Singapore, the world's largest transshipment port; Changi handles high-value air cargo
Direct sailings from South China ports typically 4–8 days; air freight one day
Typical clearance within a day or two where documentation is in order; Singapore is among the fastest in the region
Common hold-ups: controlled-goods registration or SAFETY Mark not in place for the sale, and GST or UEN details wrong on the declaration
Congestion is rare, but the pre-Chinese New Year and year-end peaks can tighten capacity and rates

Clearance-day figures change with congestion and policy; treat as indicative and confirm before quoting.

7. Payment, currency and tax

Dominant method: T/T, increasingly on open account for established suppliers
L/C is available but less common than in most regional markets, reflecting strong buyer credit
Invoicing in USD or SGD; the Singapore dollar is fully convertible with no exchange controls
30–60 day terms are standard; payment discipline is strong and bad debt is low
Import GST is recoverable by a GST-registered importer, so it is not a real cost to your buyer

Singapore buyers are direct and time-efficient, and they expect the same in return. Vague answers, padded emails and missed deadlines cost you the deal far more than price does. If you do not know a specification or a lead time, say so and give a date — “we will check” without a follow-up reads as unreliable here.

9. Risks and timing

Low
Currency — The Singapore dollar is freely convertible and tightly managed against a trade-weighted basket. Currency risk is minimal.
High
Competition — Singapore is a hub, so you compete with global suppliers and regional distributors who already hold stock and service capability. Win on specification, certification and support.
Low
Policy — One of the most open and predictable trade regimes in the world. The main variable is product regulation rather than tariffs.
Medium
Compliance — Controlled-goods registration and the SAFETY Mark are enforced, and standards are updated over time. Budget for re-testing rather than treating registration as a one-off.

Frequently asked questions

Do I need certification to sell into Singapore?

Not for all goods, but controlled consumer goods must be registered with Enterprise Singapore and carry the SAFETY Mark before sale, supported by test reports to the applicable standard. Check whether your product is in scope before shipping.

Can I act as the importer of record myself?

Declarations are filed by a party holding a Unique Entity Number (UEN), directly or through a licensed declarant. Foreign sellers usually appoint a Singapore-registered importer or set up a local entity.

What is the import duty on my product?

Singapore is effectively a free port. Most goods enter at zero duty; excise applies mainly to liquor, tobacco, motor vehicles and petroleum products. The weighted mean applied tariff is around 0.05%.

How much is GST on imports?

9%, charged on the CIF value plus duty. It is recoverable by a GST-registered importer and can be deferred under the major exporter and other schemes. The rate rose from 8% to 9% on 1 January 2024.

Which gateway should I use?

PSA Singapore is the world's largest transshipment port and the default choice for sea freight. Changi handles high-value air cargo. Clearance is typically within a day or two.

How should payment be arranged?

T/T is standard, increasingly on open account for established suppliers, with 30–60 day terms. L/C is available but less common, reflecting strong buyer credit. Invoice in USD or SGD.
